...Despite President Bola Ahmed Tinubu Nearly Doubling The Annual Budget For The Presidential Amnesty Programme, The Financial Relief Has Failed To Trickle Down To The Ex Agitators 

A group of concerned Niger Delta ex-agitators has leveled severe allegations of corruption, oppressive management, and deliberate welfare neglect against Dr. Dennis Otuaro, the Administrator of the Presidential Amnesty Programme (PAP).

Speaking on behalf of the coalition, Tare Deseimoh expressed deep frustration over what the group describes as systematic exploitation and a refusal to adjust beneficiaries' monthly stipends despite a significant surge in federal funding allocated to the scheme.

Deseimoh publicly characterized Otuaro as the most severe administrator the Presidential Amnesty Office has seen since its inception. He accused the leadership hailing from the Oporoza axis and the broader Gbaramatu Kingdom of prioritizing personal enrichment over the well-being of the program’s intended beneficiaries.

According to the spokesperson, the current administration has consistently mismanaged funds earmarked directly for the welfare and livelihood of the ex-agitators.

The statement specifically pointed fingers at high-profile figures within the region, accusing High Chief Government Ekpemupolo, popularly known as Tompolo, and his immediate circle of enriching themselves off the Niger Delta struggle. 

Deseimoh argued that while these figures profit from the region's historical grievances, the rank-and-file ex-agitators are routinely denied access to fair economic relief and the direct financial support originally promised under the amnesty framework.

Central to the coalition's grievance is the refusal to increase monthly stipends following recent federal budgetary adjustments. Deseimoh highlighted that despite President Bola Ahmed Tinubu nearly doubling the annual budget for the Presidential Amnesty Programme, the financial relief has failed to trickle down to the field. 

He noted that Otuaro’s refusal to bump up individual monthly payouts reflects a profound disregard for the economic hardships facing beneficiaries.
In light of these conditions, Deseimoh issued a direct rally call to all ex-agitators across the Niger Delta to unite and actively resist the perceived oppression, systemic corruption, and administrative mismanagement. 

He stated that the beneficiaries can no longer remain silent while funds designated for regional peace and empowerment are diverted away from those who need them most.

Directing his appeal to the presidency, Deseimoh warned President Tinubu that Otuaro is actively undermining the federal government’s agenda from within. 

He alleged that the Amnesty Administrator is deliberately draining the program's coffers into private pockets, an action that threatens to subvert the credibility and strategic stability of the Tinubu administration in the oil-rich region.

Concluding the address on behalf of the ex-agitators, Deseimoh urged President Tinubu to immediately sack Dennis Otuaro before the Presidential Amnesty Programme is completely ruined. 

He called on the federal government to urgently appoint a replacement—someone genuinely committed to the welfare of the ex-agitators and dedicated to restoring the original mandate of the amnesty office.
