In an expose, concerned Niger Delta youth Samson Ebi has revealed alleged widespread corruption and manipulation within the Niger Delta Amnesty Program. According to Ebi, two figures, Mr. Government Ekpomupolo (also known as Tompolo) and Mathew Tonlagha, have effectively taken control of the program, using it to enrich themselves and their allies while neglecting the needs of ex-agitators and other beneficiaries.
Ebi claims that Tompolo and Tonlagha purchased the position of the Amnesty Office for approximately $4 million, using funds obtained through illegal oil deals. They allegedly installed Dennis Otuaro as a puppet leader, with all major decisions reportedly coming from their base in Oporoza, where Tonlagha and Tompolo reportedly strategize behind closed doors. Dennis Otuaro, the Amnesty Office Administrator, is said to await instructions in the parlor while the two leaders finalize plans in private. Ebi allege this arrangement has turned the program into a tool for exploitation, with ex-agitators—who once sacrificed for the region’s development—now left to “beg for food” on a stagnant monthly stipend of 65,000 naira.
The program's education scholarship allocations have become heavily skewed, with 70% reportedly going to Gbaramatu Kingdom, 20% set aside for political ambitions in Delta State, and only 10% left for the rest of the Niger Delta region. Furthermore, there are no plans to increase the monthly stipend for ex-agitators, keeping many in poverty.
Ebi claims that this mismanagement is intentional, aiming to keep ex-agitators divided and easily manipulated. He also alleges that despite an increase in the program's budget from 65 billion to 115 billion naira by President Tinubu, Tompolo and Tonlagha have deliberately chosen not to increase the mothly stipends, potentially to turn ex agitators against President Tinubu Administration.
The situation bears a striking resemblance to past issues with NIMASA (Nigerian Maritime Administration and Safety Agency) during former President Goodluck Jonathan's term, where similar favoritism was reported.
Ebi warns that Tompolo and Mathew Tonlagha has used Dennis Otuaro to angered over 27,000 ex-agitators and their families, who may work against President Tinubu in the upcoming 2027 election. He urges swift action, including the removal of Dennis Otuaro from his position, to address these alleged abuses and restore faith in the Amnesty Program.
As this story develops, many in the Niger Delta region and beyond will be watching closely to see how the government responds to these serious allegations of corruption and mismanagement.
